Okay, here's the full clause:

At the beginning of each month, if a PC did not earn at least 3 XP the previous month from attending games and submitting downtimes, their earned XP for the previous month is set to 3. If XP is
backdated for that month, this is recalculated. New PCs start with 3XP per month of chronicle, starting with June, 2013. These starting XP traits are treated like all other Experience Points used at creation.

Note that these are two separate clauses. If you are creating a brand new PC, then you get an amount of XP. This XP counts as starting XP (can't buy out of breed/tribe/auspice gifts, etc).

If you are an existing PC, then you simply gain extra experience to spend. You spend it like normal and can hold onto to it as long as you want.

Correct, if you're still inside your respec window, you can respec with the new points, otherwise you spend it like normal xpies.
